Chimney repair?

The Home Improvement company (VP of credit union second job) has workmen's comp and insurance, no contractor's license and not sure if she needs to be bonded (in her opinion). Should her company have a contractor's license and be bonded to do the work. Only has vendor's license for 2 years. Where can I found out info. We live in Dayton, Ohio. Really need work done and don't want to get burned. She does use contracted workers to do the job. Thanks
